March 11th 1844.
We are honored with your Lordships Commands signified in Mr. Hope's Letter of the 5th Instant Enclosing the accompanying Copy of a Supplementary Treaty with China of the 8th of October 1843. – Mr. Hope proceeds to state that the 15th Article of that treaty imposes on the British Authorities at Hongkong in the cases there anticipated, the duty of instituting an Investigation into the Claims preferred by the Chinese Government against British Subjects, and requires that when such Claims are Established the British Authorities should oblige the defaulter, or Debtor, to settle For The Rightful Claimants
